SIU Concludes Investigation into Woman’s Broken Elbow During London Arrest

The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with the fractured elbow suffered by a 40-year-old woman.
On May 13, 2025, London Police Service officers went to the parking lot near No Frills at 7 Base Line Road East to check on the woman’s welfare.
The woman was behaving oddly and threatened to harm herself by moving into traffic. She also had told the police call-taker that she suffered from PTSD. Officers apprehended the woman under the Mental Health Act. While she was being handcuffed, the woman resisted, and the officer wrestled her left arm into position.
Director Joseph Martino found the video footage did not depict the officer using heavy-handed or clearly excessive force; rather, the fracture appeared the unfortunate result of opposing forces coming together in a dynamic situation.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
