SIU Concludes Investigation into Woman’s Injuries in Fall from Balcony in Toronto

The Special Investigations Unit found no reasonable grounds to believe a Toronto Police Service officer committed a criminal offence in connection with fractures suffered by a 30-year-old woman due to a fall from a balcony in March.
On March 11, 2025, police officers were dispatched to an apartment building in the area of Jane Street and Lawrence Avenue West. Numerous 911 calls were received about a woman hanging from one of the apartment balconies. As TPS officers were on scene attempting to prevent her fall at the time, the SIU investigated.
Having arrived on scene to find the woman in an extremely precarious position and on the verge of falling, Director Joseph Martino found the officer acted reasonably by taking hold of her hand. He held on as long as he could but eventually lost his grip, through no fault of his own. Thereafter, he and the other officers acted quickly to render aid pending the arrival of paramedics.
She was diagnosed with multiple injuries, including a fractured pelvis and tailbone.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
