SIU Investigating After Man Shot and Wounded by Officer in Ottawa During Hostage-Taking

Ontario’s Special Investigations Unit is investigating after an Ottawa Police Service officer shot and wounded a 42-year-old man last night in Kanata. The man was arrested in connection with holding a woman hostage and taken to hospital for treatment of a non-life-threatening injury.

Preliminary information suggests the following:
  • At approximately 7 a.m. on July 2, Ottawa Police Service received a 911 call about a woman being held hostage at knife point inside a home on Finlayson Crescent.
  • Officers attempted to negotiate with the man until about 9 p.m., when officers forced entry into the home and rescued the woman. An officer shot the man. He is in stable condition in hospital.
Four investigators and two forensic investigators have been assigned to the case.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
