SIU Terminates Investigation into Woman’s Hospitalization While in OPP Custody in Kapuskasing

The Deputy Director of the Special Investigations Unit (SIU), Stacey O’Brien, has terminated an investigation into the hospitalization of a 37-year-old woman in September.
On September 18, 2025, officers were called to a residence in Kapuskasing for a reported domestic dispute. Officers located the woman with her former partner, who she was prohibited from having contact as per court-ordered conditions. She was arrested and placed in the rear of the cruiser with her hands handcuffed to the front of her body. Video evidence recorded during her transport showed the woman retrieved two pill containers concealed in the left pocket of her jacket and ingested the contents. She was promptly transported to hospital as a precautionary measure, where she was admitted for observation in the ICU. No serious injury was identified. With no indication of ‘serious injury’ within the mandate of the SIU identified, the investigation was discontinued.
The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
