SIU Investigating Welland Shooting

Mississauga, ON (20 December, 2025) ---
The province’s Special Investigations Unit is investigating the circumstances surrounding the serious injury suffered by a 59-year-old man who was shot yesterday by a police officer in Welland.

Preliminary information suggests the following:
  • Shortly before 8 a.m. on December 19, 2025, Niagara Regional Police Service officers attended a residence on Second Street to assist by-law officers.
  • Soon after arriving, there was an exchange of gunfire between police and a man. The man re-entered the residence. Officers attempted to negotiate with the man over the course of several hours.
  • At approximately 7:30 a.m. today, the man was arrested. He was transported to hospital for treatment of a gunshot wound sustained during the exchange of gunfire with police the previous day. He remains in hospital in stable condition.
  • During that same exchange of gunfire, a police officer was struck. She was taken to hospital as a precaution and has since been released.

Three investigators and three forensic investigators have been assigned to the case. At this time, one subject official and eight witness officials have been designated.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
