SIU Investigating Fatal Police-Involved Shooting in Turkey Point

Mississauga, ON (14 May, 2026) ---
The Director of the Special Investigations Unit, Joseph Martino, has reasonable grounds to believe an Ontario Provincial Police (OPP) officer committed a criminal offence in connection to the fatal shooting of a 22-year-old man last August in Norfolk County.

The investigation found that on August 12, 2025, OPP officers on Lake Erie attempted to stop the operator of a personal watercraft. The man did not stop, parked the watercraft at the MacDonald Turkey Point Marina and entered a wooded area on foot. In the course of his subsequent arrest, an officer discharged his firearm at the man. The man was pronounced deceased at the scene.

As a result of the SIU investigation, Cst Quade Odrowski is charged with one count of manslaughter, contrary to section 236(a) of the Criminal Code. He was arrested at SIU headquarters earlier today and subsequently released on an undertaking with conditions.

Cst Odrowski is required to appear before the Ontario Court of Justice at 50 Frederick Hobson VC Drive, in Simcoe on June 2, 2026, at 9 a.m.

As the matter is before the courts, and in consideration of the fair trial interests of the accused, the SIU will not provide further comment on the investigation.

All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
