SIU Concludes Kingston Vehicle Injuries Investigation

Mississauga (27 January, 2013) --- Ontario’s Special Investigations Unit (SIU) is probing the circumstances surrounding the injuries sustained by a 28-year-old male and a 40-year-old male in Kingston last night.

Preliminary information indicates the following:
• At approximately 8 p.m. on Saturday, January 26, 2013, an officer with the Kingston Police Force was attempting to stop a vehicle.
• The vehicle did not stop.
• A short time later, in the area of Elliott Avenue and Division Street, the vehicle struck a tree.
• Both individuals from the civilian vehicle were taken to Kingston General Hospital for treatment, and are in the intensive care unit. The 28-year-old driver is in life-threatening condition with several serious injuries. The 40-year-old passenger sustained a fractured arm and internal injuries.

The SIU has assigned four investigators and two forensic investigators to probe the circumstances of this incident.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
