SIU Investigates Custody Death in Norfolk County

TORONTO (24 June, 2008) --- The Special Investigations Unit (SIU) continues its investigation into the custody death of 36-year-old Jeffrey Mark Marreel of no fixed address.

On Monday June 23, 2008 at approximately 10:30 a.m., Mr. Marreel was shot with a Taser by an Ontario Provincial Police (OPP) officer who had responded to a call about a suspicious man at the intersection of Front Street and Fishers Glen Road in Norfolk County. He was taken to the Simcoe OPP Detachment where he went into medical distress and later died at Norfolk General Hospital.

An autopsy has been conducted, but further forensic tests have been ordered to assist in determining the exact cause of death.

The SIU has assigned six investigators, including two forensic investigators, to probe the sequence of events, circumstances leading up to the altercation with police and the background of the individual.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
