No Grounds to Proceed with Charges in Relation to Man’s Arrest in Hamilton Dollarama

Mississauga, ON (11 October, 2019) ---
On March 23, 2018, a 46-year-old man was observed operating a vehicle in contravention of his driving prohibition. As a result, officers arrested the man in a Dollarama store. Several days later, the man was diagnosed with a fracture to a right-sided rib. The SIU was made aware of this incident in December of 2018, after being notified by the man. The Interim Director of the Special Investigations Unit, Joseph Martino, has determined there are no reasonable grounds to lay criminal charges in relation to the man’s arrest.

The SIU is an arm’s length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must

  • consider whether an officer has committed a criminal offence  in connection with the incident under investigation
  • depending on the evidence, lay a criminal charge against the officer if appropriate or close the file without any charges being laid
  • report the results of any investigations to the Attorney General.
