SIU Concludes London Investigation into Man’s Serious Injury

Mississauga, ON (6 November, 2025) ---
In the morning of July 26, 2025, London Police Service officers located a 74-year-old man in a public park. They had been looking for him with the intention of apprehending him pursuant to a Mental Health Act Form 2. Upon confirming the man’s identify, the officers approached the man who was now in the driver’s seat of his vehicle with the engine running. The officers explained why they were there and indicated it was their intention to bring him to hospital. The man argued with the officers and did not appear to understand what was happening. He stated he had no intention of going to hospital. The man refused to exit the vehicle, and even turned on the vehicle’s engine at one point, having earlier turned it off at the officers’ request. After several minutes, the officers grabbed hold of the man and attempted to pull him out of the vehicle. A struggle ensued, but officers were eventually able to remove the man from the vehicle. At hospital, following his apprehension, the man was diagnosed with a fractured right clavicle. On his assessment of the evidence, SIU Director Joseph Martino determined there were no reasonable grounds to believe that an officer committed a criminal offence in connection with the man’s injury.

The SIU is an independent government agency that investigates the conduct of officials (municipal, regional and provincial police officers, police officers with the Nishnawbe Aski Police Service, special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must

  • consider whether the official has committed a criminal offence in connection with the incident under investigation
  • depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
  • publicly report the results of its investigations
