No Grounds to Lay Charges in Relation to Durham Investigation
Dans la nuit du 6 mars 2018, à Oshawa, un agent du Service de police régional de Durham (SPRD) a tenté d’arrêter un véhicule dont le vol avait été signalé. Le conducteur du véhicule volé a percuté le véhicule de police, puis s’est enfui, poursuivi par l’agent. D’autres agents se sont joints à la poursuite et, peu après, le véhicule a été impliqué dans une collision à Whitby. Le conducteur s’est enfui à pied, mais avec l’aide d’un chien policier, a été appréhendé. Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a conclu qu’il n’y avait aucun motif raisonnable de déposer des accusations criminelles contre un agent du SPRD dans cette affaire.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
