SIU Investigating Collision in Oshawa
No Criminal Wrongdoing on Part of Police Officer in Relation to Oshawa Collision Following Pursuit
Le 1er février 2018, des agents du Service de police régional de Durham (SPRD) ont arrêté un véhicule dans un stationnement, à Oshawa, après avoir observé ce qu’ils pensaient être une transaction de drogue. Les agents se sont approchés du véhicule et ont demandé au conducteur de présenter son permis de conduire. Soudainement, le conducteur a accéléré et est sorti du stationnement. Une poursuite a été lancée. Peu après, le véhicule d’intérêt a quitté la chaussée, a franchi un fossé et a percuté un poteau électrique – le cisaillant en deux – avant de culbuter et de s’immobiliser sur son toit. Le directeur de l’Unité des enquêtes spéciales, Tony Loparco, a conclu qu’il n’y avait aucun motif raisonnable de porter des accusations criminelles contre un agent du SPRD relativement à la blessure grave subie par un des passagers du véhicule.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables with the Niagara Parks Commission and peace officers with the Legislative Protective Service) that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians. Under the Special Investigations Unit Act, the Director of the SIU must
- consider whether the official has committed a criminal offence in connection with the incident under investigation
- depending on the evidence, cause a criminal charge to be laid against the official where grounds exist for doing so, or close the file without any charges being laid
- publicly report the results of its investigations
