The Director of the Special Investigations Unit (SIU), Ian Scott, has concluded that there are no reasonable grounds to believe an Ontario Provincial Police (OPP) officer with the Norfolk County Detachment committed a sexual assault against a 22-year-old man on Sunday, April 29, 2012.  The incident giving rise to the complaint occurred at approximately 4:00 p.m., after the man was stopped by police for a traffic violation while riding his bicycle on Queen Street, south of Evergreen Hill Road and north of Millcroft Drive.

Special Investigations Unit Comments on Ontario Court of Appeal Decision in Peel (Police) v. Ontario (Special Investigations Unit)

Today, the Ontario Court of Appeal released its decision in Peel (Police) v. Ontario (Special Investigations Unit).  It confirmed an earlier Superior Court of Justice ruling that the SIU has jurisdiction to investigate alleged criminal acts committed by individuals who were serving police officers at the time of the acts, whether they are now retired or not.  In addition, the Court affirmed that the SIU has the authority to investigate incidents that happened prior to the SIU’s formation in 1990.

SIU Closes Investigation into Brantford Vehicle Injuries

Based on the Special Investigations Unit’s (SIU) preliminary enquiries into the injuries sustained by 22-year-old Hillary Robertson in February, SIU Director Ian Scott has terminated the investigation.

Toronto Police Officer Faces Second Charge

On November 30, 2010 the Director of the Special Investigations Unit, Ian Scott, laid a charge of Manslaughter against Toronto Police Constable David Cavanagh in relation to the firearm death of Eric Osawe in September of 2010.  After consultation with the Crown Law Office-Criminal, Director Scott has now caused a charge of Second Degree Murder contrary to s. 235(1) of the Criminal Code to be laid against the officer.

SIU Makes Decision on Whether to Reopen Adam Nobody Investigation

On January 20, 2012, the SIU received from the media a copy of the Office of the Independent Police Review Director’s investigative report (‘report’) that looked into the interaction between Toronto Police Service (TPS) officers and Adam Nobody at the G20 event in June of 2010.  The report determined that TPS Constables Andalib-Goortani, Fardell, Adams, Donaldson and Simpson used unnecessary force during the apprehension and arrest of Mr. Nobody.  The allegations of misconduct were substantiated under the disciplinary provisions of the Police Services Act. The OIPRD Director, Mr. Gerry McNeilly, referred the matter to the TPS chief to hold a disciplinary hearing into this matter.
