Man was Driving in Reckless Manner prior to Downtown Toronto Multi-vehicle Collision; No Criminal Charges Warranted

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Toronto Police Service officer in relation to the injuries sustained by a 21-year-old man who was involved in a multi-vehicle collision in December of 2016. Prior to the collision which occurred in downtown Toronto, the man had been involved in a police pursuit.

The Director of the Special Investigations Unit, Tony Loparco, has discontinued an investigation into the arrest of a 35-year-old woman inside a Kingston Road motel after medical evidence established the woman did not suffer a serious injury.

The Director of the Special Investigations Unit, Tony Loparco, has terminated an investigation into an interaction that occurred between a 52-year-old man and officers with the Waterloo Regional Police Service (WRPS) in November 2017.

Toronto Police Service Officers Responding to Gun Call Used No More Force than Reasonably Necessary in Arresting Intoxicated Man

The Director of the Special Investigations Unit, Tony Loparco, is satisfied that the actions of two Toronto Police Service officers fell within the limits of the law when the officers chased, grabbed, and pulled to the ground a 20-year-old man they encountered following reports of gunshots in the area.

Man’s Death in Windsor Attributed to Smoke Inhalation and Other Factors; No Criminal Charges Warranted

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Windsor Police Service officer in relation to the death of a 47-year-old man in June of 2016 in Windsor. Prior to police arriving at the man’s residence, the man had set a fire in his home. The Director found that police officers risked their safety – despite the hazards – in an attempt to save the man’s life.

No Criminal Charges Warranted in Relation to Arrest of Man in St. Catharines

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against a Niagara Regional Police Service officer in relation to the arrest of a 53-year-old man in September 2016 in St. Catharines. The day after his arrest, the man was diagnosed with rib injuries.

No Charges in Case where Man Fled from Ottawa Police Service Officers, Ran into Traffic, and was Struck by Truck

The Director of the Special Investigations Unit, Tony Loparco, has decided there is no basis for charges in a case where Ottawa Police Service officers attempted to speak to man about drug activity but the man fled, ran into traffic, and was struck by a tractor-trailer.  The incident happened in December 2016.

Halton Regional Police Service Officers Acted within Limits of the Law during Arrest of Confrontational Oakville Man

The Director of the Special Investigations Unit, Tony Loparco, has determined that Halton Regional Police Service officers were acting within the limits of the law when they grounded an intoxicated man who was aggressive, confrontational, and uncooperative.   The 27-year-old man was later diagnosed with a fractured orbital bone.

The Director of the Special Investigations Unit, Tony Loparco, has determined there are no reasonable grounds to lay criminal charges against an Ottawa Police Service officer in relation to the September 2016 death of a 52-year-old man who fell 12 stories from an apartment balcony.

Man in Mississauga Set Fire to Apartment Unit, Consumed Acid, and Threatened to Jump off Balcony; Police Efforts to Subdue Man Found to be Lawful

The Director of the Special Investigations Unit, Tony Loparco, has found that Tactical Response Unit officers with Peel Regional Police used no more force than was absolutely necessary to subdue a 38-year-old man who was impacting severe damage to himself and would have taken his own life without the intervention of police. The interaction occurred in September of 2016 after the man set a fire in his apartment and barricaded himself on his balcony.

The Director of the Special Investigations Unit, Tony Loparco, has decided there are no reasonable grounds to believe an Ontario Provincial Police officer drove dangerously in an incident that occurred on the northbound ramp of Highway 400 in July 2016.  Instead, the Director found the collision was the result of the Complainant’s last minute maneuver to veer unexpectedly across two lanes of traffic.

The Acting Director of the Special Investigations Unit, Joseph Martino, has found that a Hamilton Police Service motorcycle officer that was involved in a collision with another motorcyclist did nothing that would justify criminal proceedings against him.  The collision and subsequent arrest happened in September 2016, just west of Upper James Street in Hamilton.
